If it runs okay at idle or slow speed but then craps out at higher RPM, it sure sounds like some kind of fuel starvation problem.
Does the problem go away if you pop open the tank lid? If so then the vent in the tank is clogged.
Did you check the fuel line to the carb and the float bowl to see if they are dirty or clogged?
